Pay Range

$87,450 - $108,564 Annually

Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.


Job Description

Global Security's Nonproliferation and Arms Control (NPAC) program has an opening for a Software Team Administrator for ongoing programmatic projects. The administrator will be primarily responsible for the administrative duties of the Nuclear Suppliers Group (NSG) Information Sharing System (NISS), the document repository and online meeting place for all (48) participating government representatives to the NSG. The Software Team Administrator will also perform similar duties for two other database systems managed by NPAC (e810 and SNAPP).

The Software Team Administrator will act as the interface between Lawrence Livermore National Laboratory (LLNL)-operated NISS, the NSG sponsors from Department of Energy (DOE) and Department of State (DOS), and the NSG Point-of-Contact (POC) in Vienna. The candidate will provide NISS technical support to the high-level delegates from the NSG government agencies, as well as maintain a dialogue with the various NSG chairpersons to coordinate improvements. The administrator will also act as a liaison between NPAC's Licensing Analyst Team and the NPAC Software Team for SNAPP- and e810-related matters.

This position will require international and domestic travel, up to 3 trips a year.

In this roleyou will

  • Act as the interface between LLNL NISS, the NSG sponsors from DOE and DOS, and the NSG POC, providing technical support in all NISS areas daily and during high-level Plenary and Consultative Group (CG) meetings, which occur three times a year.
  • Update data, post information/documents, and assist the delegates with access to NISS via email or phone daily.
  • Create and maintain accounts for NISS customers.
  • Create and maintain corpus of NISS project and system documentation and training materials for both international system users and for internal processes.
  • Coordinate event setup using registration tool; assist host country and NSG POC with registration by providing reports on a biweekly and/or weekly basis; post information regarding the Plenary on the NISS website.
  • Assist POC with posting documents on the website for immediate access; set up an information table for participating governments (PGs); prepare a NISS activity and progress report; partner with the POC to ensure all final NSG Plenary documents are posted.
  • Coordinate improvements needed on the NSG discussion forum to facilitate the work of the NSG Technical Experts Group.
  • Research and order software, hardware, licenses, and all procurement for NPAC databases.
  • Partner with NPAC developers to coordinate changes, fixes, and software testing for NISS, e810, and SNAPP.
  • Provide administrative support to the e810 and SNAPP applications as needed.
  • Perform other duties as assigned.

Qualifications
  • This position requires an Active DOE Q clearance (or active Top-Secret clearance) with ability to obtain and maintain Sensitive Compartmented Information (SCI) access.
  • Experience interfacing and maintaining good relationships with our NNSA and State Department sponsors along with diplomats around the world.
  • Experience working with multiple customers and organizations simultaneously and within time constraints.
  • Demonstrated effective interpersonal and communication skills necessary to interact with all levels of personnel.
  • Experience using and supporting web and mobile applications.
  • Demonstrated ability to resolve conflicting priorities and use independent judgment.
  • Demonstrated ability to work independently in a multidisciplinary team environment with minimal guidance.
  • Ability to travel internationally and domestically multiple times a year.

Security Clearance

This position requires an active Department of Energy (DOE) Q-level clearance or active Top Secret clearance issued by another U.S. government agency at time of hire. Also, you must have the ability to obtain and maintain Sensitive Compartmented Information (SCI) access.
